Chapter 20은 군사기술을 단순한 weapon catalogue로 다루지 않는다. 갈등이 기술개발을 촉진한 역사, offensive와 defensive technology의 공진화, 전투 뒤편의 logistics·communications·personnel support, 포병을 통해 본 quantitative FOM과 physics, HUMINT·SIGINT·remote sensing·cyber intelligence, 군사 R&D의 commercial spinoff, 그리고 secrecy가 혁신을 보호하면서 동시에 막을 수 있다는 tension을 하나의 흐름으로 묶는다. 이 장의 핵심은 국가안보 기술의 경쟁력이 성능뿐 아니라 지식의 생성·통제·확산을 어떻게 설계하느냐에 달려 있다는 점이다.
History of Military Technology — 전쟁은 공격과 방어만의 경쟁이 아니라 지원시스템까지 포함한 기술경쟁이었다
갈등이 기술개발을 자극한 이유
Source는 수천 년 동안 territorial resources의 통제, political independence, ideology/religion, trade-route control과 tariffs 같은 갈등이 기술개발의 큰 driver였다고 설명한다. War는 negotiation과 diplomacy가 아니라 force로 conflict를 해결하는 방식이며, WWII는 source가 약 60 million casualties로 제시하는 가장 큰 인명피해 전쟁이다. Empirical evidence of warfare는 약 14,000 years 전 Mesolithic era까지 거슬러 올라간다고 서술한다.
인간은 신체의 힘만 사용하는 대신 force를 amplify하는 tools를 만들었다. Chapter는 이를 크게 offensive technology와 defensive technology로 나누며 spear·trebuchet·firearms·long-distance bomber와 shield·city walls·ballistic vest·surface-to-air missile을 시대별 예로 든다.
보이지 않는 세 번째 축: supporting technology
공격과 방어보다 덜 주목받지만 outcome을 결정하는 것은 support이다. Source는 logistics vehicles(trucks, transport aircraft, transport ships), communications(tactical UHF radios, encryption, satellites), personnel support(housing, clothing, medical care, education)를 대표 항목으로 제시한다.
Napoleon의 1812 Russia campaign은 이 논리를 상징한다. Minard의 유명한 visualization을 인용해 source는 Moscow로 향한 army가 422,000명에서 출발해 retreat 과정에서 <10,000명으로 줄었다고 설명한다. Weather와 insufficient logistics가 failure의 핵심원인으로 제시된다. 군사시스템의 FOM은 weapon lethality만이 아니라 supplies·mobility·communication·survivability를 함께 본다.
성벽에서 mobility로
Antiquity와 Middle Ages의 warfare는 human/animal strength, static fortification, surprise에 크게 의존했다. Source는 Trojan horse를 실제 존재 여부가 불확실하지만 previously unknown “technology”로 상대의 expectation을 깨뜨린 사례로 해석한다. Walled cities는 strategic location과 stone, transport, labor, architecture/civil engineering capability를 요구했다.
Source는 1500s 이후 military fortification needs가 modern engineering profession 형성에 크게 기여했다고 논한다. France의 École Polytechnique은 1794 설립되어 1804 Napoleon 아래 military academy가 되었고, U.S. West Point는 1802 설립되어 officers training과 military strategy·tactics·technology knowledge를 관리하는 focal point가 되었다고 설명한다.
1453 Constantinople과 cannon의 전환점
Constantinople의 1453 fall은 source가 military technology의 turning point로 제시하는 사건이다. Mehmed II는 tunnel digging과 아직 immature했던 cannon을 활용했다. Hungarian engineer Orban이 만든 Dardanelles Gun은 source에 따르면 60 oxen으로 이동했고 약 50 cm diameter cannonballs를 발사했다. 전투 중 폭발해 Orban과 crew가 사망했을 가능성을 언급하면서도, 성벽 약화에 기여해 walled-city warfare의 쇠퇴를 상징했다고 설명한다.
17–20세기에는 도시성벽이 인구증가와 urban expansion을 방해해 철거되었고, warfare는 도시 밖으로 이동하며 speed와 mobility의 중요성이 커졌다. Naval fleets도 확대되었다.
Industrial-age military technologies와 윤리적 경계
Source는 tanks/armored vehicles, submarines, surface ships, mines, fighter/attack aircraft, chemical weapons, missiles/solid rockets, nuclear weapons, penicillin, encryption/decryption, satellite communications, drones를 19–20세기 군사기술의 주요 examples로 나열한다. Penicillin은 1928 Fleming의 우연한 discovery 이후 wounded soldiers의 survival에 큰 차이를 주어 초기 antibacterial knowledge가 secret로 유지되었다는 footnote가 붙는다.
Nuclear lethality의 등장은 civilian/military deaths의 ethical dilemma를 극단화했고, Cold War의 mutually assured destruction 개념으로 이어졌다고 source는 설명한다. Fig. 20.5는 1400년 이후 deaths/100,000 기준으로 Thirty Years’ War, WWI, WWII가 특히 치명적이었다고 제시한다.
Cyberspace와 outer space
WWII 이후 major powers 사이 large-scale conflict가 감소했지만 regional conflicts, terrorism, asymmetric access to technology가 이어졌다고 source는 서술한다. 2022 시작된 Russia–Ukraine war를 당시 최신 example로 든다.
21세기에는 physical domain 외에 cyberspace와 outer space가 새 battleground로 등장한다. ARPANET에서 발전한 Internet을 source는 cyber warfare의 기반으로 연결하고, U.S. Cyber Command가 2010 창설되었다고 설명한다. Space domain에서는 1957 Sputnik I, 1980s “Star Wars” initiative, 2019 U.S. Space Force를 turning points로 든다. 이 글은 source가 열거한 cyber activity categories를 역사적 수준에서만 요약하며 operational methods로 확장하지 않는다.
Progress in Artillery — 기술진보를 ‘range’ 하나가 아니라 pressure, projectile, barrel, drag, guidance의 결합으로 읽는다
원서는 cannon을 quantitative technology-modeling case로 사용한다. 아래 수식은 역사적 모델을 이해하기 위한 요약이며 weapon-design instruction으로 사용하지 않는다.
Boston 1776: technology와 logistics의 결합
Source는 1776 Siege of Boston을 cannon presence가 strategic decision을 바꾼 사례로 든다. Fort Ticonderoga에서 확보한 약 60 pieces of artillery를 Henry Knox와 troops가 frozen rivers와 ground를 통해 Boston outskirts로 운반했고, Dorchester Heights에 배치되자 British fleet가 range 안에 들어왔다. Barrage 자체의 damage보다 새 capability의 signal이 중요했고, British forces는 1776년 3월 17일 Halifax로 철수했다고 source는 설명한다.
Interior ballistics: energy conversion을 모델링하다
Chapter의 cannon model은 Benjamin Robins의 New Principles of Gunnery(1805)에 기반한다. 핵심은 gunpowder의 chemical energy가 gas pressure를 통해 projectile kinetic energy로 바뀌는 과정이다. Simplified barrel geometry에서 gas force는 다음과 같이 표현된다.
여기서 \(x\)는 projectile이 barrel에서 이동한 거리, \(R\)은 초기 hot-gas pressure와 atmospheric pressure의 ratio, \(A\)는 bore/projectile cross-sectional area, \(c\)는 ignition 전 powder charge가 차지한 barrel length이다. Source는 Robins가 \(R\)을 약 1000으로 추정했고 이후 measurements에서 1500–1600 범위로 올라갔다고 설명한다.
Source는 gunpowder combustion을 exothermic reaction으로 설명하고, 그 결과 pressure wave가 projectile을 muzzle velocity \(v_o\)까지 가속한다고 서술한다. Newtonian work-energy relation은 다음과 같이 제시된다.
이를 이용한 simplified muzzle-velocity relation에서 \(v_o\)는 projectile mass가 커질수록 감소하고, charge amount와 barrel length가 늘면 증가한다. 다만 source footnote는 barrel friction과 internal air drag를 명시적으로 포함하지 않고 pressure도 constant가 아니며, barrel length에는 diminishing returns가 있다고 제한한다.
R as a Figure of Merit
Source는 \(R=p_{expl}/p_{atm}\)를 cannon technology의 중요한 FOM으로 해석한다. Early 18th-century data에는 약 1500, early 19th-century에는 powder quality와 smaller windage 때문에 1600이 더 적합하다고 설명한다. Nominal gunpowder density와 national formulation/manufacturing differences도 중요한 technological knowledge로 취급한다. 여기서 핵심은 cannon body와 ammunition을 별개가 아니라 co-optimized technology system으로 본다는 점이다.
Refined Robins model은 burning powder/gas mass의 acceleration effect를 반영해 effective mass를 보정하고, Table 20.1에서 1860–1862 historical measurements와 calculated muzzle velocity를 비교한다.

Source는 historical records에서 barrel length가 누락된 경우 18 caliber를 assume했다고 명시한다. 따라서 agreement는 model validity의 완전한 검증이라기보다 historical data scarcity 안에서의 comparison이다.
External ballistics: nearly parabolic, but drag matters
Projectile이 barrel을 떠난 뒤에는 gravity와 aerodynamic drag가 trajectory를 지배한다. Source는 drag 때문에 path가 완전한 parabola가 아니며 apogee 이후 drag effect가 더 두드러진다고 설명한다. Instantaneous drag는 다음과 같은 standard form으로 제시된다.
High-angle trajectory에서는 air density 감소를 empirical correction \(H(y)\)로 반영하고, acceleration equations를 numerical integration(Euler method 등)하여 \((x(t),y(t))\) trajectory를 계산한다. Chapter의 point는 exact trajectory recipe 자체보다 interior ballistics와 external ballistics를 연결해 historical performance를 explainable model로 바꾸는 과정에 있다.
Range progression과 technology stack
Table 20.2는 24-lb gun의 measured vs calculated range를 비교하고, Table 20.3은 여러 historical gun size에 대해 model-predicted maximum range를 제시한다. Source는 3 nautical miles territorial-waters convention이 shore battery range와 연관되었다는 historical assertion을 model로 검토한다. 이 글에서는 operational charge/elevation 조합을 재현하지 않고 source의 modeling purpose만 보존한다.
Table 20.4의 long-run comparison은 더 중요하다. Source는 caliber가 약 300년 동안 오늘날과 크게 다르지 않은 약 8 inches 수준일 수 있지만 range는 최소 40× 증가했다고 설명한다.

Source가 제시하는 improvement dimensions는 smoothbore→rifled barrel, projectile shape optimization, higher-yield ammunition/self-propelled projectiles, sights·guidance·computer-based trajectory calculation이다. Material science, ballistics, chemical engineering, mathematics, computation이 cumulative progress를 만들었고, 이러한 knowledge가 secrecy와 연결된다는 점이 §20.5로 이어진다.
Intelligence Technologies — 승패는 상대의 capability와 intention을 얼마나 빨리·정확히 읽는가에도 달려 있다
Information, misinformation, surprise
Intelligence technology의 목적은 actual/potential adversaries에 대한 information을 수집해 intentions와 future actions를 더 잘 anticipate하는 것이다. Source는 information과 misinformation, 그리고 surprise가 conflict outcome에 중요하다고 설명하며 1944년 6월 6일 Normandy invasion에서 German forces가 Allied landing의 exact time/location을 특정하지 못해 troops를 shoreline에 disperse해야 했던 사례를 든다.
Four intelligence modalities
Corona satellite: film-return에서 digital transmission으로
1960s U.S. KH-3 reconnaissance satellite는 physical film을 사용했고 exposure 이후 reentry capsule로 Earth에 되돌려야 했다. 이후 digital photography와 communications가 이를 대체하면서 speed와 lifetime image volume이 크게 늘었다고 source는 설명한다.
Remote-sensing optics의 핵심 physical relationship은 angular resolution \(\theta\), wavelength \(\lambda\), aperture \(D\) 사이의 다음 관계이다.
Source는 space에서 30 cm 또는 그보다 나은 ground sample distance가 가능하다고 서술한다. Intelligence FOM도 sensor hardware만이 아니라 transmission, processing, algorithms와 결합된 end-to-end information system의 결과이다.

Defense R&D spending을 읽을 때 acquisition과 operations를 구분한다
Source는 military R&D spending을 국가의 military/intelligence technology capability를 설명하는 중요한 predictor로 본다. Fig. 20.13의 2017 OECD government defense R&D funding share는 purchasing-power-parity 기준으로 United States 81.2%, South Korea 4.9%, United Kingdom 3.5%, Germany 2.2%, France 2.1%, Turkey 2.0%, Japan 1.8%, all others 2.3%로 표시된다. Canada/Latvia는 2017 data가 없어 2016 data를 사용했다는 note가 있다.
다만 chapter는 total defense budget을 곧바로 R&D로 읽지 말라고 한다. New technology/capability development인 R&D, existing/new systems의 acquisition, salaries·sustainment 같은 ongoing operations를 분리해야 한다.
Chapter는 Peter Robertson의 당시 commentary를 인용해 China military budget을 약 1.7 trillion yuan, 1.9% GDP, market-exchange-rate로 약 US$228B로 제시하고 U.S. US$649B, 3.2% GDP와 비교한다. 이어 purchasing-power 관점에서는 China spending의 real value가 U.S.의 약 75%일 수 있다는 견해를 소개한다. 이 수치는 current-2026 budget update가 아니라 source-era quotation이다.
Two classic spinoffs
Turbojet → commercial aviation
Britain과 Germany가 WWII 동안 개발한 early turbojet engines가 refinement/modification을 거쳐 Comet, Caravelle, Boeing 707 같은 commercial aircraft에 사용되었다고 source는 설명한다.
Defense electronics → IC ecosystem
Microcontrollers/electronics의 design과 IC revolution을 defense R&D investment와 연결하고, Fairchild Semiconductor와 이후 Intel 등이 등장한 Silicon Valley ecosystem의 seed 역할을 언급한다.
SBIR 같은 programs를 통해 taxpayer-funded military R&D가 commercial market을 찾으면 broader societal benefit이 커질 수 있다는 것이 source의 argument이다. 반대 방향의 flow도 있다. Commercial technology를 military application에 재사용하는 COTS(commercial-off-the-shelf)가 newer phenomenon으로 제시된다.
Secrecy as an Innovation Architecture — 보호장치는 동시에 entry barrier가 될 수 있다
The classical pathway
Srivastava(2019)에 기반한 Fig. 20.14는 military R&D investment가 technological innovation → technological superiority → national security로 연결되는 classical pathway를 제시한다. Source는 military technology가 future conflict outcomes뿐 아니라 peacetime political leverage와 strategic options에도 영향을 주기 때문에 development가 엄격히 관리된다고 설명한다.

Vetting of firms and people
- Firms. Military R&D를 수행하도록 certified된 firms는 specialized knowledge뿐 아니라 funding을 획득하는 bureaucratic processes를 master한다. Lockheed Martin, Northrop Grumman, Raytheon 같은 large firms를 source는 military-industrial complex examples로 든다.
- Individuals. Secret/Top Secret 등의 security-clearance process가 참여자 pool을 좁힌다. Source는 U.S. citizens 중심으로 innovation participation을 제한하는 효과를 지적한다.
- CAGE code. Footnote는 U.S. federal government가 legal entity/location을 식별하고 facility clearance·preaward survey 등에 사용하는 five-character Commercial and Government Entity code를 설명한다.
Small-business bottleneck
Fig. 20.15는 <500 employees small businesses가 Congress-mandated programs(SBIR/STTR 등)을 제외하면 national-security R&D needs에 대해 U.S. government와 직접 contract하기 매우 어렵거나 불가능한 경우가 있음을 표현한다. Prime defense contractor의 subcontractor가 되어야 하는 구조가 innovation을 dampen할 수 있다는 것이 source의 비판이다.
특히 AI, 5G communications, encrypted Internet transactions, electrification, blockchain 같은 newer technologies에서는 best innovators가 closed military R&D environment보다 open/unrestricted ecosystems에 존재할 수 있다는 perception이 커졌다고 source는 설명한다. 비밀성은 지식유출을 막지만, 지나친 폐쇄성은 talent·ideas·firms의 유입 자체를 막아 classical superiority pathway를 약화시킬 수 있다.
Venture, challenge, community — 문제선정부터 commercialization까지 역할을 다시 배분한다
Table 20.5의 핵심: 누가 무엇을 결정하는가
Srivastava의 Table 20.5는 open-innovation strategies를 단순한 “아이디어 공모”로 보지 않는다. Problem selection, idea generation, commercialization, financing, facilitator, solution selection을 누가 맡는지 비교한다. Traditional government R&D contracting에서는 government가 problem을 선택하고 contractor가 idea와 commercialization을 맡는 반면, commercial open-innovation models는 start-up, participant, community, customer, investor의 역할을 다양하게 재배치한다.

In-Q-Tel: venture model
In-Q-Tel(IQT)은 CIA가 1999 만든 government-funded nonprofit venture fund이다. 이름의 “Q”는 source가 James Bond의 quartermaster Q에 대한 nod라고 설명한다. As of 2006, IQT는 primarily IT space의 90+ companies에 US$150M+을 투자했다고 source가 기록한다. Exact investment details는 secret이라고 덧붙인다.
FANG-1: prize-based open design
Fast Adaptable Next-Generation Ground Vehicle Challenge 1(FANG-1)은 2013년 1월 14일–4월 15일 진행되었고 DARPA가 winning team에 US$1M prize를 수여했다. FANG-1은 세 challenges를 통해 complete Infantry Fighting Vehicle을 설계하려던 Adaptive Vehicle Make(AVM) program의 첫 단계였지만 FANG-2와 FANG-3는 취소되었다.
AVM의 target은 complex cyber-physical defense systems의 design process를 current practice 대비 factor 5 빠르게 하는 것이었다. CAD·CAE·CAM의 integrated end-to-end process, democratized design community, multi-level component-model databases, cross-domain physical behavior testing을 위한 “META” tool chain이 핵심이었다.
Source는 FANG-1 winning design이 land/sea automotive performance, manufacturing lead time, vehicle unit cost 사이 requirements를 balance했다고 평가한다. 그러나 tools immaturity, time-consuming testbench processing, laborious system-model debugging이 문제였다. Postchallenge survey에서 finalists 중 18%만 potential FANG-2/3에 참여 의향이 없다고 응답했고, 다수는 AVM tools의 future acquisition reform potential을 인정했다.
Why FANG-2/3 failed
Source는 FANG-2와 FANG-3 cancellation을 failure로 평가한다. 주요 이유 중 하나는 IFV survivability requirements를 declassify해 public challenge participants에게 제공할 수 없었던 점이다. 즉, open challenge의 problem specification 자체가 secrecy 때문에 공개되지 못했다.
Srivastava는 secrecy가 national-security interest를 실제로 얼마나 보호하는지 rigorous consideration 없이 적용되면 participation을 제한하고 projects를 secure silos 안에 고립시켜 innovation과 tension을 만든다고 지적한다. Open innovation은 모든 것을 공개하는 전략이 아니라, 어떤 problem·requirement·interface를 어느 수준까지 공개해야 외부 innovation을 흡수할 수 있는지 설계하는 문제이다.
Authorization and Consent
Chapter 마지막은 U.S. legal structure도 innovation barrier가 될 수 있다고 설명한다. “Authorization and Consent”(A&C)는 World War I around에 만들어진 law로, government direction 아래 key national-security inventions에 접근할 수 있도록 contractors에 competitors' patent infringement에 대한 statutory immunity를 제공하는 것으로 서술된다. Source는 28 USC §1498과 corresponding FAR Clause 52.227-1을 언급하며, participation 확대와 R&D adoption streamlining을 위해 이 구조의 영향을 검토할 필요가 있다고 본다.

Chapter 20의 다섯 가지 시스템적 결론
AI·Agentic AI R&D에 대한 해석
Inference: Chapter 20은 source 자체에서 AI를 newer technology ecosystem의 example로 언급한다. 이를 AI R&D planning에 확장하면, closed benchmark·classified data·security requirements가 필요한 영역과 공개 가능한 model interfaces, simulation environments, evaluation harness, synthetic data, challenge problems를 분리하는 architecture가 중요하다고 볼 수 있다.
예를 들어 public challenge가 성공하려면 “정답”이나 sensitive operational data를 공개할 필요는 없지만, outsiders가 solution을 만들 수 있을 정도의 problem definition, test interface, evaluation metric과 legal pathway는 제공되어야 한다. AI open innovation의 실무과제는 secrecy와 openness의 binary choice가 아니라 modular declassification과 testable interfaces를 설계하는 것이라는 inference를 얻을 수 있다. 이는 Chapter 20의 FANG/secrecy 논리를 현대 AI research-management에 적용한 해석이며 원서의 실증결과는 아니다.
Source integrity & historical scope
- Chapter의 military history, casualty counts, defense-budget comparisons, R&D shares는 원서가 인용한 역사자료와 2017–2020 전후 source에 기반한다.
- Artillery equations는 Benjamin Robins historical model과 source가 인용한 cannon-ballistics material의 educational presentation이다. 이 글은 operational targeting이나 weapon optimization procedure로 확장하지 않는다.
