Chapter 19의 질문은 “좋은 기술이 왜 자동으로 시장을 장악하지 않는가”이다. 새 시장에는 기업이 몰리고 실험이 늘지만, 표준과 dominant design이 등장하면 경쟁은 효율·품질·원가로 이동하고 많은 기업이 퇴출된다. 동시에 adoption은 성능만 아니라 perceived risk, network effects, financing, infrastructure, legitimacy와 policy에 좌우된다. 이 장은 이를 industry dynamics와 technological innovation system을 하나의 feedback system으로 보는 관점으로 정리하고, 같은 1973 oil shock에서 출발했지만 전혀 다른 확산경로를 보인 프랑스 원자력과 전기차를 비교한다.

Part I · §19.1

Technology Breakthrough와 Business Disruption은 같은 축이 아니다

급진적인 기술이 기존 비즈니스 모델을 그대로 둘 수도 있고, 작은 기술 변화가 산업의 거래방식을 크게 흔들 수도 있다.

새 시장의 첫 번째 파동

새 domain이나 market이 열리면 first entrants는 R&D와 innovation을 통해 빠르게 개선하고, 기회를 본 new entrants가 계속 들어온다. 시장이 crowded해지면 superior technical innovation을 가진 firms가 살아남지만, 그 성공은 기존 business paradigm 안에서 이루어질 수 있다. Source의 예는 “sell cars”이다.

그 다음 도전자는 기술만 바꾸지 않고 business model을 바꾼다. “share rides” 같은 model은 surviving incumbents를 다시 위협할 수 있다. 따라서 innovation은 technological, business-oriented, 혹은 둘의 결합이다. 기술적 breakthrough의 크기와 business disruption의 크기를 분리해서 봐야 한다.

Source는 electric quadcopter drones를 incremental technological breakthrough이면서 potentially significant business disruption을 일으키는 사례로 든다. 3D printing은 radical technological innovation이지만 당시에는 early-stage prototyping/design을 중심으로 사용되어 large-scale production의 business model 변화는 incremental하다고 평가한다. Chapter 18의 DNA sequencing도 radical technological breakthrough이지만 “so far” business disruption은 incremental한 사례로 분류한다.

중요한 점은 이 quadrant가 기술의 “좋고 나쁨”을 평가하는 표가 아니라 기술성과와 산업구조 변화가 서로 다른 속도로 진행될 수 있다는 진단 프레임이라는 것이다.

Fluid phase에서 mature phase로

Early market에서는 dominant firm도 standard도 없고 competing designs가 많다. Standard가 등장하면 focus가 experimentation에서 efficiency와 quality로 이동하고, large-scale specialized facilities와 capabilities가 형성된다. 이 과정에서 다수 firms가 exit하거나 absorption되고 few survivors가 유사한 products/services를 제공한다.

Standards, information availability, network effects, falling prices, better performance는 mass market을 만든다. Market maturity가 깊어지면 product differentiation이 어려워지고 customer loyalty와 brand value가 낮아지며 competition은 price 중심으로 이동한다. Source는 이 상태를 commoditization으로 설명한다.

왜 incumbents는 새로운 generation에서 뒤처지는가

Multiple technology generations가 공존할 때 established firms는 old-generation “cash cows”에 attention과 resources를 집중하고 incumbent technology를 다시 끌어올리려 한다. 하지만 S-curve 상단의 small improvement에는 큰 effort가 필요하고, 새로운 technology는 incumbent의 structure·process·workforce에 embedded된 knowledge와 capability를 obsolete하게 만들 수 있다. Source는 이 상황의 frequent outcome을 market leadership change로 본다.

새 기술의 실패가 언제나 성능부족 때문인 것도, incumbent의 실패가 언제나 기술무지 때문인 것도 아니다. 기존 capability가 경제적으로 성공해 왔기 때문에 오히려 transition cost가 커질 수 있다는 구조가 중요하다.

Causal loop: firms와 adoption의 상호작용

CLD에서 entry rate는 expected market growth, profitability, financing에 의해 결정된다. New entrants에 대한 investment가 다시 entrants를 끌어들이는 “lemming effect”를 만들고, 많은 firms는 experimentation을 늘린다. Users가 늘면 cost/performance가 개선되고 standards가 촉진되지만, crowded market과 standardization은 competition을 강화하고 commoditization을 통해 entry를 줄이고 exit를 늘린다.

Adoption rate는 potential users와 willingness to adopt에 달려 있다. Willingness는 price·performance·network effects 같은 objective factors와 perceived risk 같은 emotional factors에 영향을 받는다. Cumulative production은 learning curve를 통해 unit cost를 낮추고 quality를 개선한다. Reference users와 information accumulation은 risk perception을 낮추고 technology를 legitimize한다.

R&D expenditure와 R&D/revenue fraction은 new generation이 traction을 얻으면서 증가하고, bulk of expenditures는 firms 수가 감소하기 시작하는 2012–2020에 나타난다. Source는 mature phase survivors가 incremental product improvement와 process innovation에 큰 비중을 쓰는 것으로 설명한다.

Model boundary

이 simulation은 historical fit이 아니라 hypothetical inputs와 cause–effect relationships를 정량화하기 위한 model이다. Source footnote는 pandemic 같은 exogenous events를 model이 capture하지 않는다고 명시한다.

“Double S”와 defensive innovation

New-generation performance는 initially old generation보다 낮지만 2009–2015에 크게 개선되고, 2012에는 old generation의 2008 performance를 넘어선다. 그런데 incumbent도 경쟁압력 때문에 old technology를 개선한다. Source는 이를 단순한 one S-curve가 아니라 established product의 “burst of improvement”가 들어간 double-S trajectory로 설명한다.

Proliferation and Consolidation — superior technology만으로 diffusion speed를 설명할 수 없다

Underwood Model 5와 dominant design

Typewriter industry는 source가 산업 consolidation을 설명하는 historical example이다. Early 1890s에는 U.S. market에 약 40 firms가 있었지만 standardized characteristics가 적었다. 1899 Underwood Model 5는 typed text visibility, tabulator, stencil/copy capability 등의 advantages를 제공했고 commercial office market에서 큰 share를 확보했다. 사용자가 이 design을 typewriter의 기대형상으로 학습하면서 dominant design이 형성되었다.

Rapid firm growth는 Model 5 이후 멈추었고, 1940년까지 industry에 진입했던 firms의 90% 이상이 사라졌다고 source는 설명한다. Standardization은 확산을 돕는 동시에 firm diversity를 줄이는 힘이 된다.

Grubler et al.의 네 가지 diffusion determinants

Long-lived technologies가 interlocking networks의 components일 때 diffusion time은 특히 길 수 있다. Network effects는 incumbent ecosystem을 강화해, relative advantage가 큰 new component라도 entry barrier를 넘지 못하게 만들 수 있다.

Technology Innovation Systems

Diffusion만 보는 대신 R&D process를 explicit하게 포함해야 한다. Source는 Hekkert & Negro의 technological innovation systems(TIS)을 actors, technology, institutions, networks의 결합으로 소개하고, Hekkert et al.의 7 functions를 Doufene et al. conventions로 정리한다. 혁신은 invention이 시장에 “전달”되는 일방향 pipeline이 아니라 여러 기능이 서로의 조건을 만드는 system이다.

Saudi Arabia와 UAE solar innovation system

Source는 Saudi Arabia/UAE solar case 연구가 reinforcing cycles를 찾았다고 소개한다. 해당 연구는 두 나라에서 solar diffusion을 촉진하는 가장 feasible route로 top-down centralized diffusion system을 제안했고, governments가 national grid에 추가할 solar percentage를 time-based target으로 설정하는 것을 starting point로 권고했다고 설명한다.

CLD의 문법

  • Positive causal link (+): upstream variable이 증가하면 downstream도 같은 방향으로 변한다. Source example은 nuclear generation↑ → nuclear waste↑이다.
  • Negative causal link (−): upstream 증가가 downstream 감소를 유도한다. Example은 carbon capture rate↑ → carbon emissions↓이다.
  • Reinforcing loop (R): 다른 balancing influence가 없으면 variables의 magnitude를 계속 증폭한다. All-positive 또는 even number of negative arrows를 가진다.
  • Balancing loop (B): 변화의 효과를 제한하거나 counteract한다. Odd number of negative arrows를 가진다.
  • Delay: arrow 위의 짧은 parallel lines로 time lag를 표시한다.

PV adoption: 세 reinforcing loops

Notional PV case에서 research institutions의 F2 knowledge creation이 F4 entrepreneurial activity를 만들고 다시 R&D를 자극해 R1을 형성한다. Knowledge가 diffusion되면 F7 legitimacy가 높아지고 national agencies가 F1 adoption goals/targets를 세운다.

National agencies의 F6 financial-resource mobilization은 enterprises의 F4 production을 촉진해 R2를 만들고, resources가 F5 use/market formation을 자극하면 purchases가 new enterprises를 끌어들이고 competition이 price를 낮추며 더 많은 clients를 유치하는 R3가 닫힌다. 정책·자본·기업·가격·사용자가 하나의 reinforcing structure로 연결될 때 diffusion이 가속된다.

Shale gas: legitimacy가 balancing loop를 만든다

Notional shale-gas case에서는 government F1 policy와 F2 research가 environmental impact, 특히 hydraulic fracking의 large-scale water use를 식별한다. F3 diffusion이 public awareness를 높여 F7 legitimacy를 낮추면 F4 entrepreneurial activities와 F5 market formation이 억제되고 R&D investment도 줄어 B1 balancing loop가 형성된다.

Source footnote는 Pennsylvania Marcellus Formation에서 high oil/gas prices 기간에는 reinforcing loop가 balancing loop를 이겼고 dry-gas production이 2010–2020 사이 약 20 bcfd까지 증가했다고 설명한다. 이는 같은 CLD 구조에서도 exogenous economics가 loop dominance를 바꿀 수 있음을 보여주는 source example이다.

Sustainable technology의 세 trigger cycles

Hekkert et al.에 기반한 source 설명은 세 가지 시작점을 제시한다. Cycle A는 entrepreneurs가 market formation을 lobby하고, market creation이 entrepreneurship·knowledge·experimentation·further lobbying을 강화한다. Nuclear Power in France — shock가 왔을 때 이미 존재하던 niche, 조직역량, grid가 reinforcing loops를 빠르게 닫았다

1946 consolidation에서 1973 oil shock까지

Source에 따르면 WWII 시작 당시 France electricity sector에는 production 200 firms, transmission 100, distribution 1,150 firms가 있었다. Reconstruction과 efficiency를 위해 1946 National Assembly가 electricity와 gas를 nationalize했고 state-owned EDF가 national generation capacity를 구축하는 역할을 맡았다.

EDF 초기 focus는 hydropower였다. Source는 1960 hydropower가 37.1 GWh, EDF production의 71.5%를 차지했다고 적는다. 1973에는 oil-fired 43%, hydro 32%, nuclear가 14 GWh 또는 8%의 niche를 차지한 것으로 서술한다. 이 단위와 값은 source 표기를 그대로 보존한다.

Mid-1980s에는 rapid build-out이 overcapacity를 만들었고 EDF는 neighboring European countries로 electricity export를 확대했다. Source는 future 2009–2030에 additional 70,000–115,000 jobs가 가능하다는 PWC report를 인용하고, France의 nuclear know-how가 Africa와 China projects에도 사용되었다고 설명한다.

Plants가 online되면서 affordable electricity라는 F5 market outcome이 F7을 강화해 R3를 만들었다. State support는 EDF의 F2/F3 R&D and knowledge를 강화해 advanced nuclear expertise와 further F4 capacity를 연결하는 R2를 만들었다. Regional jobs도 F7 support를 강화했다.

동일한 shock에서도 niche technology, capable state enterprise, resources, legitimacy, compatible infrastructure가 이미 존재하면 reinforcing cycles가 매우 빠르게 연결될 수 있다.

Saturation 뒤에는 balancing loops가 온다

Source footnote는 nuclear expansion rate가 domestic demand가 충족되면서 둔화했고, new domestic installations를 정당화할 demand가 줄자 balancing cycles가 saturation level을 유지했다고 설명한다. Inhibitors로 European renewable-energy policy와 France의 “Grenelle de l’Environment”를 들며, source-era target으로 2020 total energy consumption의 23% renewables, residential energy consumption 38% decrease를 언급한다.

Electric Vehicles in France — 같은 1973 shock이 있었지만 road-vehicle technology와 charging ecosystem은 아직 준비되지 않았다

First wave: 1973 shock, railways, and immature road EVs

1973 transportation은 France crude-oil consumption의 약 21%를 차지했다. Oil crisis 뒤 railways는 massive and rapid electrification을 진행했고 Inter-Ministries Group for Electric Vehicles가 만들어졌지만 road vehicles는 technology maturity 부족으로 느리게 진행되었다.

1980s에는 EDF, Germany의 RWE, England의 Electricity Council이 EV promotion에 cooperation했고 European COST program이 transport-system impact와 R&D gaps를 연구했다. 1990s에는 battery technology와 range를 향상시키는 policy/R&D support, PREDIT program, regional user-acceptance/infrastructure programs가 이어졌다. 1995 government는 EDF, Peugeot, Renault와 recharging infrastructure development를 coordination했다.

Demonstration은 knowledge와 driving habits/user preferences에 대한 understanding을 개선했지만 high cost, insufficient technical performance, inadequate infrastructure 때문에 widespread adoption은 제한되었다.

Second wave: climate policy와 oil-price pressure

2000 이후 climate-change mitigation programs가 새로운 support를 제공했다. Source는 2000 National Plan of Action against climate change, 2002 Kyoto Protocol ratification, oil-price rise를 연결한다. 이 시점 transportation sector는 refined oil consumption의 약 65%를 차지했다고 source가 INSEE를 인용한다.

1973 crisis는 F1 policy response를 만들고 F6 resources로 railway electrification F4를 촉진했으며 energy-independence legitimacy F7이 policy를 지속시켜 R1을 만들었다. Government R&D F2와 European/national knowledge exchange F3는 R2를, EDF/Renault entrepreneurial activity F4와 clean-energy advocacy F7은 R3를 만들었지만 source 시점에는 significant market creation으로 충분히 이어지지 않았다.

Potential future links인 F4 → F5 → F7 → F1의 R4와 F4 → F5 → F6의 R5는 source figure에서 dotted arrows로 표현된다. 즉, 정책과 R&D activity가 존재한다고 market formation loop가 자동으로 닫히는 것은 아니다.

Immature complementarity

Rail electrification은 가능한 maturity에 있었지만 buses/cars EV technologies는 large-scale substitution에 충분히 성숙하지 않았다. Shock urgency가 약해지는 동안 EV system은 knowledge creation/exchange와 limited entrepreneurship loop에 머물렀다.

Source는 France nuclear의 rapid uptake를 “infrastructure needs were moderate”라는 diffusion determinant와 연결한다. 핵심은 nuclear plant 자체가 infrastructure-free라는 뜻이 아니라 electricity transmission/distribution structure가 이미 존재해 new generation source가 existing network를 활용할 수 있었다는 문맥이다.

EV는 road network가 있었지만 charging network가 gas stations 수준에 도달하지 못했고, fast charging, wireless charging, battery-change stations 같은 complementary technologies와 standards에도 의존했다. Product가 아니라 product-plus-infrastructure system이 diffusion unit이라는 해석이 가능하다.

Cross-sector path dependence

Chapter의 마지막 proposition은 power sector와 ground transportation이 EV 때문에 직접 연결된다는 것이다. France의 large nuclear base가 cheap, relatively clean, abundant electricity를 제공하면 EV total cost of ownership이 유리해지고 diffusion에 영향을 줄 수 있다. 한 sector의 과거 technology choice가 다른 sector의 미래 adoption landscape를 바꾸는 cross-sector path dependence가 발생한다.

이는 technology roadmap을 single product domain 안에서만 만들면 놓치기 쉬운 effect이다. Infrastructure, energy price, standards, supply chains, regulation을 다른 domain의 state variables로 포함해야 한다.

CHAPTER 19 SYNTHESIS산업의 기술변화는 성능곡선 하나로 설명되지 않는다. 기업의 진입과 퇴출, 표준의 등장, R&D와 학습곡선, 이용자의 위험인식, 정부의 목표와 자원, 사회적 정당성, 인프라와 complementary technology가 연결되어 reinforcing 또는 balancing loops를 만든다. 기술전환의 속도는 shock의 크기뿐 아니라 shock이 왔을 때 이 loops가 얼마나 닫힐 준비가 되어 있었는가에 달려 있다.

AI·Agentic AI 산업생태계에 대한 해석

Inference: Chapter 19의 framework를 AI ecosystem에 적용하면 model capability만으로 adoption을 예측하는 접근은 불충분하다. Foundation model/agent performance(F2 knowledge), open-source dissemination(F3), startups and product teams(F4), paid APIs와 enterprise procurement(F5), compute/capital/talent(F6), safety·trust·regulatory legitimacy(F7), national AI goals(F1)이 서로 연결될 때 산업확산이 결정된다고 볼 수 있다.

예를 들어 agent accuracy가 높아도 interoperability standards, secure tool APIs, evaluation evidence, liability rules, compute economics가 준비되지 않으면 F4→F5 market-formation loop가 약할 수 있다. 반대로 mature cloud/data infrastructure가 이미 깔린 domain에서는 작은 capability improvement도 빠르게 diffuse될 수 있다. AI roadmap을 model roadmap과 ecosystem roadmap의 결합으로 설계하는 것이 Chapter 19에서 얻을 수 있는 실무적 inference이다. 이 단락은 원서의 framework를 AI에 확장한 해석이며 Chapter 19의 empirical result가 아니다.
