기술로드맵이 내부 목표만으로 작성되면 회사는 이미 존재하는 기술을 다시 개발하거나, 경쟁자가 만든 다음 S-curve를 뒤늦게 발견하거나, 특허와 스타트업·대학·정부연구소에서 올라오는 약한 신호를 놓칠 수 있다. Chapter 14는 이 문제를 ‘technology scouting’이라는 조직기능으로 풀어낸다. 출발점은 단순하다. 기술지식은 회사 R&D 부서에서만 나오지 않는다. 개인발명가, lead users, 산업기업, 대학, 스타트업, 정부·비영리 연구소가 서로 다른 장점과 약점을 가진 채 공존한다. 이들이 지리적·제도적으로 얽히면 cluster와 ecosystem이 되고, 스카우트는 그 외부 생태계에서 정보를 모아 technology roadmap, R&D portfolio, partnership, venture investment, M&A, wait-and-see decision으로 변환한다. 장의 후반부는 이 합법적 탐색을 competitive intelligence와 연결하는 동시에 industrial espionage와 명확히 구분한다.
Sources of Technological Knowledge — 혁신의 원천은 하나가 아니라 서로 다른 시간감각과 인센티브를 가진 여섯 종류의 행위자다
Private inventors와 lead users는 시장조사보다 먼저 필요를 만나고, 때로는 아직 존재하지 않는 제품을 스스로 만든다.

Lead user는 Table 14.1의 독립 행이 아니라 private inventor의 특수한 하위범주로 별도로 설명된다. technology scouting은 이 서로 다른 원천을 하나의 ranking으로 납작하게 만들기보다 각 원천이 어떤 종류의 signal에 강한지 구분하는 일에서 시작한다.
Private inventors — Leonardo에서 Arduino·3D printing까지
역사적으로 private inventor는 매우 오래된 혁신원천이다. Renaissance의 Leonardo da Vinci는 workshop을 운영하고 extensive notebook을 남겼지만 후원자와 commission에 크게 의존했다. source는 당시 art, science, engineering의 경계가 유동적이었다는 점을 강조한다.
미국에서는 Thomas Edison을 1,000개가 넘는 patents를 보유한 대표적 inventor로 든다. Edison은 Menlo Park laboratory에서 많은 technicians/employees와 함께 일했고 lightbulb, DC power, sound recording, motion picture 등 다양한 분야를 business practice로 연결했다. 따라서 ‘개인발명가’도 실제로는 supporting organization을 필요로 할 수 있다.
현대에는 CAD, Arduino/Raspberry Pi 같은 programmable electronics, Linux 같은 open-source software, 3D printing, low-volume custom PCB가 prototype의 upfront cost를 수백~수천 달러 수준까지 낮출 수 있다고 source는 설명한다. 반면 useful invention을 mass production과 distribution으로 옮기는 capital은 여전히 병목이다. software/service는 physical product보다 적은 initial capital로 scale할 수 있고, crowdfunding이나 Quirky 같은 production/distribution platform도 새로운 경로가 된다.
Lead users — early adopter보다 더 까다로운 ‘미래수요의 선행관측자’
von Hippel의 lead user 개념은 두 조건을 묶는다. 첫째, 나중에 대중시장에서도 나타날 need를 months 또는 years 먼저 경험한다. 둘째, 그 need가 해결될 때 큰 benefit을 얻기 때문에 스스로 solution을 만들거나 강하게 요구할 동기가 있다.
예로 source는 mountain biking, camping, field astronomy, surfing, subsistence agriculture 같은 분야의 숙련 사용자와 Ford Model T를 snow plow나 band-saw drive로 개조한 사용자를 든다. commercial product가 나오기 전에도 lead user가 존재할 수 있고, 출시 이후에는 Rogers의 early adopter와 일부 겹치지만 단순히 ‘빨리 사는 고객’보다 비판적이며 직접 innovation에 기여할 수 있다는 차이가 있다.
B2B에서는 필요한 scientific instrument가 없어 직접 제작하는 scientists, early computer/semiconductor-manufacturing users가 예시다. consumer case로는 1970s Southern California의 어린이들이 bicycle을 motorcycle처럼 개조한 행동이 manufacturer의 motocross model로 이어진 사례가 제시된다. source 인용에 따르면 1974년에는 motorcycle-style model이 20-inch bicycle shipments의 8%였고, 2년 뒤 3.7 million new juvenile bikes의 절반이 motocross model이었다. surfboard 역시 leading surfers가 design improvement에 큰 영향을 준 사례다.
다만 lead users가 truly new technology까지 발명하는지는 open question으로 남는다. 많은 사례가 새로운 need와 feature를 만들지만 underlying technology는 기존 것을 사용하는 경우가 많다는 것이 source의 주의점이다.
Institutional Sources — 기업·대학·스타트업·정부연구소는 서로 대체하는 것이 아니라 다른 실패모드를 보완한다
Patent count, research funding, spinout, public mission은 모두 innovation의 신호이지만 어느 하나도 innovation value 그 자체는 아니다.
Established industrial firms — R&D input과 output을 함께 본다
기업 R&D는 basic science부터 applied research, technology invention/maturation, product/service development까지 이어질 수 있다. Sidhu et al.(2015)은 successful R&D leaders interview를 바탕으로 six industrial R&D models를 제시하지만 하나를 universal best로 정하지 않는다.
Input 측에서 source는 self-financed R&D가 industry와 company maturity에 따라 annual revenue의 대략 1–20% 범위라고 설명한다. detailed allocation은 대개 비공개이므로 press release와 publications뿐 아니라 scientist/engineer job postings도 competitor investment의 signal이 된다. Output 측에서는 patents, conference presentations, scientific papers가 중요한 외부 evidence다.
하지만 patent count는 proxy일 뿐이다. 많은 patent가 product/service에 infusion되지 않고 commercial relevance를 얻는 patent는 소수일 수 있다. Benson & Magee(2015)는 sheer count보다 patent centrality가 더 중요한 indicator라고 주장한다.

source가 강조하는 cross-year continuity는 IBM, Canon, Samsung 세 회사다. 1998 top-10의 NEC, Motorola, Sony, Kodak 등은 2018 list에서 사라진다. Kodak은 first digital camera를 발명했지만 film-to-digital transition에서 자기 business를 disrupt하지 못한 사례로 Chapter 7의 innovator’s dilemma와 연결된다.
위 숫자는 Chapter가 인용한 2018 USPTO snapshot이다. 현재 patent strength를 나타내는 2026 ranking으로 사용하지 않는다.
Corporate R&D labs — Bell Labs와 Xerox PARC의 역설
source는 basic research 중심 corporate lab의 축소·divestment를 중요한 trend로 본다. Bell Labs(1925–1984라는 historical period 표기)는 transistor, laser, photovoltaics, CCD, information theory, Unix, C/C++ 등과 연결되고 scientists associated with Bell Labs가 nine Nobel Prizes를 받았다고 설명한다. Bell Labs는 source 집필시점에도 Nokia 소유로 존재한다고 적는다.
Xerox PARC는 1970년에 설립되어 laser printing, Ethernet, PC, GUI, mouse, VLSI 등과 연결되지만 Xerox가 PARC innovation을 충분히 commercialize하지 못했다는 비판을 받았다. 이 역설은 발명이 곧 value capture는 아니라는 사실을 보여준다.
University laboratories — engineering이 대학의 중심으로 들어오기까지
Bologna, Oxford, Salamanca, Cambridge, Padua, Harvard 같은 오래된 universities는 처음부터 engineering school이 아니었다. engineering/technology가 university curriculum에 본격적으로 들어간 것은 mid-to-late nineteenth century이며, 이전에는 individual inventor와 industry가 중요한 역할을 했다.
France의 École des Ponts et Chaussées, École Polytechnique, École des Mines처럼 infrastructure, military engineering, mining을 목적으로 한 specialized institutions이 먼저 등장했고, 이후 Rensselaer Polytechnic Institute(1824), KTH(1827), ETH(1855), MIT(1861) 같은 polytechnic institutions이 생겼다. 시간이 지나 engineering institutions은 science·social science·management·medicine을 추가하고, traditional university도 technology의 중요성을 받아들였다.
WWII 경험은 science와 technology의 연결을 제도화했다. Vannevar Bush가 이끈 OSRD와 Manhattan Project 경험, 그의 Science, the Endless Frontier 보고서는 U.S. scientific-research support와 NSF 형성에 큰 영향을 미쳤다고 source는 설명한다.

Startups — 빠른 innovation과 높은 mortality를 동시에 가진다
technology startup은 student team이 school/research idea로 창업하거나, university patented invention을 nucleus로 spin out하거나, incumbent employees가 나와 새 company를 만드는 방식으로 생길 수 있다. source는 MIT가 university-invention path를 통해 대략 20 companies per year를 spawn한다고 적는다. corporate spinout은 IP infringement나 noncompete litigation risk를 동반할 수 있다.
MIT 100K와 U.S. SBIR(500명 미만 company eligible이라는 source 설명) 같은 mechanism이 growth를 지원한다. Source는 technology-based startups의 90% or more가 bankruptcy/liquidation 등으로 실패한다고 설명하면서도 5-year survival statistic만으로 technology/product/revenue/profit progress를 판단하기 어렵다고 경고한다.
Fig. 14.4는 2009–2017 AI startup patent-holder snapshot을 보여주며 image processing, general AI, healthcare, music, autonomous technology, facial recognition/security, sales engine, bot platform, energy IoT, text generation, cybersecurity 등 broad application space를 예시한다. 이 figure는 historical sample이지 오늘의 AI startup landscape가 아니다.
Government and non-profit labs — 시장이 충분히 투자하지 않는 장기기술을 맡는다
source는 MIT Lincoln Laboratory(radar/microwave), Draper Laboratory(guidance/navigation/control), JPL(interplanetary missions), Fraunhofer Institutes(manufacturing-related technologies 등)를 예로 든다. government-operated lab에는 Los Alamos National Laboratory와 NREL이 포함된다.
taxpayer-funded technology는 classification exception을 제외하면 publication/accessibility 원칙이 적용되거나, 적어도 U.S. government가 royalty-free nonexclusive license를 얻는다고 source는 설명한다. private/public company가 government funding으로 개발한 IP는 company가 보유하되 government에 royalty-free license를 주는 경우도 제시한다. 동시에 GAO는 publicly funded lab technology/patent의 licensing과 transfer practice에 큰 inconsistency가 있다고 지적한 것으로 소개된다. 국가별 규정은 다르다.
Technology Clusters and Ecosystems — 혁신은 기관의 목록이 아니라 사람·자본·특허·수요·제도가 반복해서 순환하는 장소에서 두꺼워진다
Internet이 있어도 proximity와 tacit knowledge는 사라지지 않는다. cluster의 힘은 dense interaction과 self-reinforcement에 있다.
Stakeholder value network
Fig. 14.5의 중심에는 scientists와 engineers가 있다. Universities는 education, research와 lifelong learning을 제공하고 government/agency funding과 research needs를 받는다. source는 MIT research funding의 약 80%가 U.S. government에서 온다는 당시 예시를 제시한다. Universities에서는 patents와 entrepreneurs가 나오고 incubator/seed funding이 startup을 돕는다. MIT 인근 hard-tech incubator The Engine이 예다.
Industry, FFRDCs, non-profit organizations는 hardware, software, services, systems를 만들며 direct government contract 또는 self-funded R&D를 활용한다. Industry가 university patents를 license하고 royalties를 되돌려주는 flow도 있다. National Academy/NRC의 decadal reports처럼 formalized research needs가 public mission roadmap을 만들고, Technology Licensing Office가 transfer를 연결하며, EU CleanSky 같은 multinational projects가 symbiosis를 만든다.
Propinquity — Internet 이후에도 ‘가까이 있음’이 중요하다
Allen & Fustfeld(1975)는 research-lab architecture와 physical layout가 communication frequency/intensity와 R&D productivity에 영향을 준다고 설명한다. Chapter는 이 finding을 city/region scale로 확장해 local cluster와 ecosystem의 의미를 해석한다.
Massachusetts Life Sciences — anchor가 시간이 지나며 ecosystem을 끌어당긴다
Source figure는 hospitals와 universities/research institutes가 cluster의 anchor가 되고, biological/pharmaceutical producers, scientific-equipment suppliers, risk capital, professional services, research organizations, specialized diagnostics가 주변에 들어오는 구조를 보여준다. 본문은 MGH, Brigham and Women’s, Dana-Farber, Harvard Medical School, MIT, Tufts, Whitehead Institute, Broad Institute를 anchors로, Alnylam·Moderna 같은 startups와 Novartis 같은 established firm을 사례로 든다.
State/regional legal and regulatory framework와 MassBio 같은 organization이 subsidy 또는 transaction-cost reduction으로 cluster를 강화한다. 한번 충분히 형성되면 copy/displace하기 어렵고 수십 년 동안 self-reinforcing dynamics를 만들 수 있다.
Porter의 cluster advantage
Porter의 framework는 competitive advantage를 four interacting conditions로 본다: factor/input conditions, local demand conditions, related/supporting industries, 그리고 firm strategy/structure/rivalry를 형성하는 context다. 고급기술 cluster는 단순히 “유명한 회사가 모인 곳”이 아니라 skill, capital, infrastructure, demanding customers, suppliers, rivalry가 동시에 밀도를 높이는 곳이다.

Fig. 14.8은 y-axis에 1997–2006 U.S. patent average growth(momentum), x-axis에 separate companies와 patent sectors의 diversity, bubble size에 2006 patent count를 둔다. Chapter는 이 analysis가 여러 fields를 한 geographic location에 섞기 때문에 Porter 정의상 cluster보다 ecosystem에 가깝다고 지적한다. 또한 U.S. patent data만 사용했으므로 U.S.-centric bias가 생길 수 있다.
Chapter가 직접 열거한 local clusters
Governments도 science cities, universities, technology parks를 seed하려 한다. Source는 Masdar City(UAE), KAUST(Saudi Arabia)를 예로 들며, cluster는 infrastructure를 세운다고 단기간에 완성되지 않고 positive tipping point 또는 failure까지 several decades가 걸릴 수 있다고 경고한다.
Technology Scouting Workflow — 외부기술을 찾는 것보다 중요한 것은 질문을 정의하고 내부 의사결정으로 loop를 닫는 일이다
좋은 scouting은 web search가 아니라 strategic question → field evidence → expert review → roadmap/portfolio action의 closed loop다.
Technology scouting의 목적
Technology scouting은 company 또는 non-profit organization 바깥의 environment를 scan해 내부 need를 해결할 technology/solution, 혹은 회사 기술과 경쟁할 alternative를 찾는 technology-management function이다.
- Commercial product가 되기 전의 emerging invention/technology를 찾는다.
- Specialized supplier를 통한 future source of supply를 찾는다.
- Corporate venture를 통한 investment opportunity를 찾는다.
- Internal technology와 같은 need/segment를 겨냥하는 competitor technology를 찾는다.
- Findings를 technology roadmap, R&D portfolio, budget decision에 주입한다.
가장 실용적인 효과 중 하나는 이미 외부에 존재하는 technology를 내부 R&D가 다시 만드는 “reinventing the wheel”을 피하는 것이다.
Where scouting sits in the organization
Academic literature는 상대적으로 sparse하지만 Deutsche Telekom, Elf Aquitaine, Novartis, Phonak 등의 industrial cases가 존재한다고 source는 언급한다. 조직적으로는 CTO/R&D organization 또는 strategy department의 corporate-intelligence unit 안에 놓이는 경우가 많다.
Strategic layer: scouting geography는 business strategy에서 역산한다
Source Fig. 14.9의 top ISP layer는 scouting과 international strategy를 연결한다. 어떤 region에 scout를 둘지는 다음 질문에서 출발한다.
- Firm의 business strategy는 무엇인가?
- 현재와 미래의 products 및 industrial footprint는 어디에 있는가?
- Customer base의 geographical footprint는 어디인가?
- Firm에 relevant한 innovation hot spots는 어디인가?
- Competitors는 어떤 country/region/cluster에서 활동하는가?
- 그 위치를 피할 것인가, 오히려 같이 들어갈 것인가?
Generic global-cluster map을 그대로 쓰는 것이 아니라 company에 relevant한 patent/technology categories로 down-filter하고, today/tomorrow의 대략 5–20 year horizon에서 필요한 locations를 선택한다.
Example global scouting network
Major aerospace firm의 source map은 Silicon Valley, Herndon(Virginia), Moscow, Tel Aviv, Beijing, Bangalore, Seoul, Tokyo에 scouts를 둔 example을 보여준다. Location당 team size는 one to five이고 existing company facility를 활용하기도 한다. 각 team은 assigned region의 universities, labs, firms, startups, conferences/events를 방문하고 long-term relationship을 만든다.
Scouting request → report → decision
A request must be crisp, shareable, and trackable
Request format에는 outside company에 share할 수 있는 specific problem, required date, prior information이 들어가야 한다. Large company에서는 dozens~hundreds requests가 동시에 진행될 수 있어 online database로 status를 관리하는 것이 권장된다. Scout는 requester와 다시 확인해 question을 정확히 이해한 뒤 research를 시작한다.
Broad survey는 electrification, autonomy, propulsion, manufacturing 같은 domain을 훑고, deep dive는 battery, hydrogen fuel cell, in-flight object-recognition algorithm 같은 specific technology를 분석한다. 일반적으로 a couple of weeks to a few months가 걸릴 수 있으며 source footnote는 Miller의 7±2를 빌려 scout가 동시에 대략 seven requests 이상을 맡지 않도록 queue를 prioritization하라고 권한다.
Report recipients and triggered actions
Result는 보통 written report(PDF)로 requester에게 전달되고 KM database에 저장된다. Requester는 senior management, technology roadmap owners(RMOs), corporate venture arm, SMEs/Technical Fellows, procurement, IP management, R&D/demonstrator project leaders가 될 수 있다.
Why Scouts Still Travel — tacit knowledge와 serendipity는 검색엔진에 완전히 색인되지 않는다
Scouting network의 비용은 크지만 physical presence가 주는 관계·맥락·우연한 발견을 source는 핵심 이유로 본다.
Internet search is necessary, not sufficient
Patent/IP intelligence와 Internet search는 대량정보를 제공하지만 months 또는 years lag가 있을 수 있다. 반면 personal presence, networking, tacit knowledge는 laboratory나 cluster 안의 실제 상황을 더 빠르게 읽게 한다. 특정 coating technology를 찾다가 옆 laboratory의 robotics application을 발견하는 식의 serendipity도 source가 physical scouting의 가치로 든 예다.
technology scout의 차별점은 공개문서를 더 많이 읽는 데 있지 않고, 아직 문서가 되지 않은 context를 조직 안으로 가져오는 데 있다.
Economics of a global scouting network
Small company는 part-time scouts, university innovation parks, external consultants를 활용해 cost를 낮출 수 있다. 위 금액은 Chapter의 경험기반 추정이며 current market quotation이 아니다.
Good technology scout profile
- Strong scientific/technical background — at least master’s, usually PhD 수준이라고 source는 설명한다.
- 직접 innovation 경험이 있고 one or more patents를 가진 경우가 많다.
- Low-TRL work, maturation, IP를 포함해 대략 5–10 years R&D experience.
- Mother company의 products, services, future technology portfolio를 이해한다.
- Curiosity, networking, written/oral communication이 강하다.
- 제안이 즉시 받아들여지지 않아도 반복 설명할 patience와 resilience가 있다.
- Travel과 remote-location work에 적응한다.
- NDA 등을 다룰 높은 personal integrity와 ethics를 가진다.
From PDF report to MBSE-ready model
Chapter가 제시하는 future direction은 scout가 PDF만 넘기는 것이 아니라 conceptual/executable model을 제공하는 것이다. OPM, SysML, Matlab/Simulink, Modelica 또는 company CAD/CAE/CAM environment에 바로 넣을 수 있는 representation과 common ontology를 사용하면 external technology를 내부 MBSE environment에서 빠르게 simulate할 수 있다.
이 방향이 필요한 이유도 명시된다. 많은 firm에서 scouting impact가 낮은 원인은 output format이 weak하고 field scouts와 home R&D organization의 linkage가 느슨하기 때문이다. Internal experts와 scout가 충돌하거나 scout가 company technology/business strategy를 충분히 모르는 경우도 실패요인이다. scouting output이 internal model과 ontology에 연결될수록 ‘보고서’에서 ‘설계입력’으로 바뀐다.
Corporate Venture and Due Diligence — 돈을 넣는 순간 scouting은 관찰에서 검증으로 바뀐다
Corporate venture의 핵심은 높은 financial return만이 아니라 technology option에 ‘skin in the game’을 갖고 roadmap claim을 검증하는 데 있다.
Venture capital as technology scouting with ownership
VC는 investors가 capital을 pool해 startup equity에 투자하고 public securities보다 높은 return을 기대하는 구조다. Equity뿐 아니라 board seat, 경우에 따라 CEO/senior-management selection에 대한 influence를 요구할 수 있다고 source는 설명한다.
Large industrial firms가 corporate venture fund를 만든 이유는 pure financial return만이 아니다. Chapter는 이를 technology scouting with “skin in the game”에 가까운 mechanism으로 해석한다.
Airbus Ventures source-era example
Source는 Airbus Ventures가 2015 이후 약 $150 million funds invested, Silicon Valley headquarters와 Paris/Tokyo offices를 가진 것으로 소개한다. Mother company의 technology base와 broadly mapping되는 areas는 electrification, autonomy, industrial efficiency, materials, new space, security다.
Typical round-A funding은 source에서 single-digit millions of dollars 수준으로 설명된다. Long-term success가 M&A, preferential licensing, supply-chain integration으로 이어질지는 당시에도 open question으로 남긴다.
Due diligence is where scouting, roadmap, IP, and capital meet
Investment 전 due diligence에서는 startup technologists가 주장하는 FOM improvement와 technology soundness를 검증한다. Firm이 own technology base와 mature roadmap을 잘 이해할수록 어떤 startup claim이 strategic gap을 메우는지 더 정확히 판단할 수 있다. Boeing의 HorizonX도 source-era analogous example로 언급된다.
좋은 corporate venture decision은 ‘유망해 보이는 startup’을 고르는 일이 아니라 internal roadmap의 gap과 external technology claim을 같은 FOM 언어로 비교하는 일이다.

Fig. 14.11은 source 집필 이전 AI-related venture investment가 빠르게 증가한 historical chart다. Internet, mobile computing, autonomy demand를 drivers로 두고 image analysis/classification, self-driving/autonomous decision-making, distributed-system optimal resource allocation을 application categories로 제시한다. 이 figure는 2013–2017 중심 source-era trend이며 current funding market을 나타내지 않는다.

Scouting과 IP intelligence는 legitimate strategic functions이다. Industrial espionage는 trade secret의 불법적 절취이며 같은 이름으로 포장할 수 없다.
Competitive intelligence is legal strategic learning
Competitive intelligence는 competitor의 products, services, systems, technologies, strategies를 public/legal means로 이해하는 활동이다. Chapter 10의 strategic game 관점에서 자신의 next move를 정하려면 competitor의 current position과 plausible next move를 추정해야 한다.
Patent/trademark analytics, public job postings, lawfully obtained products의 reverse engineering와 benchmarking, Internet/public-source analysis, financial disclosure/FOM benchmarking, trade fairs, lawful recruiting 등이 예로 제시된다.
Trade secrets나 confidential technological information을 illicit/illegal하게 훔치는 행위다. Chapter는 cyber intrusion, physical theft, insider recruitment를 high-level categories로 열거한다.
Technology scouting이 proper하게 수행된다면 espionage와 혼동되어서는 안 된다. Scout는 자신의 identity, employer, inquiry intention, gathered information의 use를 분명히 밝히고 NDA가 있다면 그 범위를 지켜야 한다.
What is not industrial espionage?
Source는 세 가지를 구분한다. 첫째, conference/website/supplier interaction에서 employee가 실수로 information을 흘리는 unintentional IP leakage는 보호문제이지만 espionage와는 다르다. 둘째, transparent technology scouting은 legitimate activity다. 셋째, worldwide patent applications/grants를 monitoring하는 IP intelligence는 technology trend와 competitor intention을 추론하는 legal practice이며 own IP weakness, potential infringement, new R&D opportunity를 찾는 데 쓰인다.
Historical and source-reported espionage examples
Chapter는 porcelain recipe theft, countries 사이 craft/technology transfer, 1990s 이후 FBI/GAO가 제기한 economic-espionage concern, self-driving-car trade-secret case 등을 역사적 맥락으로 언급한다. Military/defense technology는 ITAR 같은 regulation으로 특별히 보호된다고 설명한다.
Chapter는 2017 American Bar Association article이 2013 Commission report를 인용하며 U.S. IP theft 규모를 약 $300B/year와 2.1M jobs로 추정했다고 소개한다. 이 수치는 Chapter가 독립적으로 검증한 measurement가 아니라 인용된 policy estimate이므로 이 글도 확정적 사실로 재서술하지 않는다.
Protection: controls matter, but source’s final prescription is speed
Source가 제시하는 defensive practices는 sensitive networks와 data의 security/encryption, key trade secrets에 대한 need-to-know access, NDA/noncompete를 포함한 internal legal framework와 employee awareness다. 또한 patent-based exclusivity가 대체로 finite하고 trade secret도 영원히 비밀로 남기 어렵다고 본다.
Chapter의 마지막 주장은 장기적으로 가장 강한 보호는 innovation speed라는 것이다. Leaked/stolen information을 competitor가 이해하고 adapt하고 product에 integrate하려면 months 또는 years가 걸릴 수 있기 때문에 지속적으로 다음 technology generation으로 이동해야 한다는 논리다.

AI·Agentic R&D planning에 대한 해석
Inference: 이 chapter의 구조는 AI 기반 research-planning agent에도 중요한 경계를 제공한다. Automated scouting agent가 papers, patents, startup announcements, job postings, benchmark results를 수집하더라도 이를 단순 RAG search 결과로 끝내면 traditional PDF scouting의 한계를 반복한다. Source–claim–FOM–maturity–IP–organization–roadmap node를 common ontology로 연결하고, uncertain claim을 SME/due-diligence queue로 보내야 internal decision과 이어진다.
또한 web-visible information은 lagging indicator가 될 수 있으므로 conference interaction, partner feedback, experimental replication처럼 tacit 또는 first-hand evidence를 별도 evidence class로 다루는 설계가 필요할 수 있다. 이 단락은 Chapter 14가 AI agent로 실증한 결과가 아니라 technology-scouting framework를 agentic R&D planning에 적용한 해석이다.
Discussion and Exercise 14.1
Chapter의 discussion question은 large industrial R&D labs가 여전히 relevant한지, 아니면 과거의 model인지 묻는다. Exercise 14.1은 관심 industry에서 open technology-scouting positions를 찾아 한 position의 description을 읽고 firm이 왜 그 area의 scout를 찾는지 설명한 뒤 자신에게도 매력적인 role인지 평가하도록 요구한다.
